# دراسة عن خطورة انتشار المقاطف في العاصمة

بداية الخطورة من حكم عبد الناصر وهجرة اهل الصعيد الى القاهرة والأسكندرية
انتشروا على الارصفة كفواعلية ( عمال الرصيف) اي عمل يخص البناء ، وزاد البلة طين عدم التعامل مع هذه المعطلة من بدايتها
وتركها سنين طويلة الى ان ظهر ايام السادات رحمة الله عليه  فكرة عودة المقاطف ( العمالة التي تحمل مقطف أو غلق ( نفس القفة ولكنها من بقايا كويتش السيارة ) الى بلادها .
ولكنه لم يحدث بسبب الحروب التى ألهت اصحاب القرار الى ذلك .
المشكلة الاقتصادية نتيجة لذلك:
1-زيادة البطالة في القاهرة والاسكندرية .
2- انتشار عادات غريبة على المجتمع المتدمن.
3- ارتفاع جرائم السرقة والقتل في هذه المدن
4-أرتفاع اسعار السكن والمواد الغذائية في هذه المدن .
5- ظهور الباعة الجائلين .
6- انتشار الفوضي  في وسط العاصمة .
7- ظهور اسواق تهريب في المناطق التى يتواجدون فيها .
8- أزدياد الزحمة ومشاكل مرورية في العاصمة .
9- زيادة التضخم في العاصمة .
حلول هذه المشكلة :
1- تفنين تواجد هذه الفئة بتقيد التواجد عن طريق بطاقة الرقم المدني والتوزيع السكاني .
2- تطوير مناطق الصعيد وتوفير فرص عمل لشبابها .
3- منع العمل داخل العاصمة والأسكندرية والمناطق الحيوية بدون تصريح رسمي من الجهات الأمنية .
اذا تواجدوا في مكان احتلوا وطردوا اصحاب المكان ونشروا سطوتهم وزاد انتشار الخراب والفساد والدعارة في أي منطقة سكنوها
ليس المقصود اهانة اهل الصعيد ولكنه تحذير من المهاجرين من الصعيد الى العاصمة .

8- Congestion du trafic et problèmes de circulation dans la capitale.

9. Augmenter l'inflation dans la capitale.

Solutions à ce problème:

1 - Dédicace de la présence de cette catégorie pour se conformer à la présence à travers la carte d'identité civile et la répartition de la population.

2. Développer la Haute-Égypte et offrir des possibilités d'emploi à ses jeunes.

3- Empêcher le travail dans la capitale, Alexandrie et les zones vitales sans autorisation officielle des autorités de sécurité.

S'ils sont dans un endroit, ils ont occupé et expulsé les propriétaires du lieu et étendu leur pouvoir et augmenté la propagation de la dévastation dans toute zone qu'ils habitaient

Il n'est pas destiné à insulter le peuple de la Haute-Egypte, mais à mettre en garde les immigrés de la Haute-Egypte à la capitale
